Currently, we are in the process of drafting a cooperation with TFO Canada to increase capacity, both of facilities and human resources in quarantine, quality assurance and fish product safety.

Jakarta (ANTARA) – The Ministry of Maritime Affairs and Fisheries (KKP) is preparing a cooperation grant worth US$1 million with the Canadian Trade Facilitation Office (TFO) to increase human resource capacity and fish quarantine facilities, ensure the quality and safety of fishing products.

“Currently, we are in the process of developing a collaboration with TFO Canada to increase the capacity, both of the facilities and of the human resources in quarantine, quality assurance and safety of fish products,” said the secretary of Fish Quarantine, Quality Control and Safety of Fishery Products (BKIPM), Hari Maryadi. in a press release in Jakarta on Monday.

Hari revealed that the cooperation is one of the implementations of the mandate of the Trade Facilitation Agreement (TFA) of the World Trade Organization (WTO).

In addition, he said, Indonesia is also committed to implementing the TFA in related sectors, including fisheries.

“Following this, the BKIPM, under the National Committee for Trade Facilitation (KNFP), coordinates and cooperates with domestic and foreign agencies,” he explained.

Hari said his staff were discussing a project regarding Improved risk management of the fish and fishery products import control and inspection system for the Fish Quarantine and Inspection Agency (FQIA) in Indonesia with TFO Canada.

In the project, there is a grant of millions of US dollars which will be stipulated in a memorandum of understanding between the two institutions.

“This grant will be used to increase the effectiveness and efficiency of monitoring, inspection and border measures“, said Hari.

Capacity building of human resources and fish quarantine facilities, quality assurance and safety of fishery products are closely linked to fishery product exports.

On the export side, KKP had previously targeted the export value of fish products to increase to US$7.13 billion by 2022, in line with the massive implementation of the groundbreaking program. The KKP will also pay out a number of government grants to boost the productivity of key players in the maritime and fisheries sector.

Until November 2021, the export value of fishery products was 5.15 billion US dollars and the prognosis until the end of 2021 was 5.45 billion US dollars.

The main export products are prawns, tuna, skipjack tuna, octopus cuttlefish, crab and seaweed. Meanwhile, the top importing countries of Indonesian fish products by value are the United States, China, Japan, ASEAN and the European Union.

In addition, in 2022, there will be a change in governance, especially in the field of capture fisheries with the establishment of a measured fishing policy in 11 Fisheries Management Areas of the Republic of Indonesia (WPPNRI) .

It is hoped that the fishing activities that will be regulated in the quota system and fishing zoning can in the future boost exports and the performance of the national maritime and fisheries sector.

This improvement in governance also aims to increase the State’s non-tax revenue (PNBP) from natural fishery resources and activities in the marine space. Till the afternoon of December 31, 2021, KKP’s PNBP was recorded at around Rs 1.1 trillion.
