The State Duma adopted in first reading a draft law on the organization of local self-government (LSG) in Russia. Document offers introduce a one-level local self-government organization system, establish the powers of municipalities and strengthen the accountability of heads of municipalities.
The bill, presented on December 16 by the heads of the State Duma and Federation Council committees on state building, Pavel Krasheninnikov and Andrey Klishas, is expected to replace the current law on local autonomy. If the bill passes, urban and rural settlements will lose their powers and governors will be able to remove mayors on their own. The project has met with opposition from the Communists, who believe it encroaches on the independence of local self-government.
It is expected that the bulk of the provisions of the bill will enter into force on January 1, 2023. At the same time, a transition period is established until January 1, 2028, during which a gradual transition to a one-level organization of the KJV is performed.
Mr. Pavel Krasheninnikov Explainthat the draft law is devoted to the organization of local self-government and constitutes the next step in the construction of a unified system of public authority in the country. At the same time, the general structure of the LSG organs remains unchanged.
