The senators studied in committees the new law on public procurement, the main focus of which is to modernize state purchases so that they are effective. The current law on public procurement dates from 2003, and with this new draft, it is planned to carry out a complete update of this legislation.
The full Senate hopes to deal with it this week for approval and send it to MPs. The modification of the law would represent a saving equivalent to 1% of the gross domestic product (GDP), resources which are intended to be invested in other areas. Currently, public purchases reach 3 billion gourdes.

Senator Juan Darío Monges, chairman of the Finance Committee, said during a meeting between the Legislation, Accounts and Control committees, progress had been made in the study. In this new regulation, 16 articles were modified which were treated by the three committees.
The meeting represents a step forward to discuss it before the plenary. The debate on the legislative proposal took place in the presence of the Minister of Finance, scar Llamosas; Viviana Casco, Minister of the Technical Planning Secretariat (STP); Pablo Seitz, National Director of Public Procurement (DNCP); Vicente Bataglia, Chairman of the Board of Directors of IPS.
The main innovations introduced in the legislation are: optimization of resources, economy of scale, revitalization of strategic sectors, registration of suppliers and buyers, sanctions, disabilities and conflicts of interest, citizen participation and transparency.
