As Kommersant previously wrote, on May 27, Open Russia announced the self-liquidation in order to protect supporters from possible criminal prosecution for participating in an “undesirable organization” (Article 284.1 of the Criminal Code of the Russian Federation ), since in the near future the liability under this article will be strengthened … Now, for participation in the activities of such an organization, an administrative sanction has been introduced – a fine of up to 15,000 rubles. (Article 20.33 of the Administrative Code). Two court decisions which entered into force on this article within a period of one year, as well as the management of such an organization, may become a pretext for initiating criminal proceedings under art. 284.1 of the Penal Code (fine up to 500,000 rubles or imprisonment up to six years). The State Duma is studying a bill that reinforces this responsibility: a criminal case can be opened after a court decision has entered into force on an administrative article. Open Russia has not yet been recognized as a foreign agent or unwanted organization, but police believe it is linked to the recognized UK organization Open Russia Civic Movement (liquidated in 2019) through some “coordinators”.
