Canada to open U.S. border on August 9

by Naomi Parham

Federal government sources have confirmed that Canada will open the border to fully vaccinated Americans and permanent residents of the United States on August 9.

Travelers with the two inoculated doses from other countries will be able to leave on September 7 if the medical care and Covid-19 situation in Canada remains favorable.

The Trudeau administration will also lift the controversial policy of quarantining three-night hotels for people arriving by air as of August 9.

Canadian Prime Minister Justin Trudeau noted that “we have said that we will take a gradual and phased approach to open the border, and that is what we are doing.”

Trudeau had previously spoken of fully vaccinating 75% of Canadian adults before opening the borders, although Health Minister Patty Hajdu noted that opening the border is not for all Americans, only for those who have a double vaccination.

Hajdu said fully vaccinated travelers are not a major health problem. Some 63,000 fully vaccinated Canadians have entered the country since July 5, and less than 10 have tested positive for Covid-19, he said.

The rules for Americans and permanent residents only apply to those who have received vaccines approved by the Government of Canada and were vaccinated at least 14 days before arriving in Canada.

The government also notes that the random test of people crossing the border will replace the current rules, which require everyone to take the test.

In addition, children aged 5 to 12 will no longer have to go through the 14-day quarantine, but special rules will apply.

US travelers who are not fully vaccinated and all other foreign nationals will continue to be prohibited from entering Canada, unless they are already in compliance with an exemption set out in orders made under the Canada Act. quarantine.

Currently, international flights to Canada are only permitted at airports in Toronto, Calgary, Montreal and Vancouver.

As of August 9, international passenger flights will also be permitted to Halifax, Quebec City, Ottawa, Edmonton and Winnipeg.

In addition, fully vaccinated travelers should also:

Provide COVID-19 related information electronically via ArriveCAN (app or web portal), including proof of vaccination prior to leaving for Canada (subject to limited exceptions);

· Comply with the requirements of the pre-entry tests;

· Be asymptomatic on arrival; and

· Have a hard or digital copy of your immunization documentation in English or French (or a certified translation, with the original) ready to be presented to a government official upon request.

All travelers must present an appropriate quarantine plan and prepare for quarantine, in case they do not meet all the requirements to be exempt from quarantine.

They will be required to follow current public health measures, such as monitoring for signs and symptoms of Covid-19, wearing a mask in public, and keeping a copy of vaccination documents and test results. tests, as well as a list of close contacts and locations. visited – for 14 days after entering Canada.

To travel by plane, passengers continue to be required to wear a mask at Canadian airports and on flights to, from and within Canada, with a few exceptions, and regardless of their immunization status.

Fully vaccinated travelers entering Canada will no longer need a test after arrival, unless they have been randomly selected to perform a COVID-19 molecular test on day one.

This change responds to the evolution of the pandemic and will control the prevalence among travelers. It will also identify new variants of interest entering Canada and provide information, including the efficacy of the vaccine.

Due to the improved epidemiological situation in Canada, effective August 9, 2021, Transport Canada will eliminate the requirement that the Canadian Air Transport Safety Authority, CATSA, perform a temperature check of airplanes. passengers before boarding all domestic flights and international departures, as well as airport employees.

Starting August 9, 2021, airlines will verify that travelers arriving in Canada have submitted their information digitally through the ArriveCAN app or website before boarding their flight.

Discretionary travelers who are unable to view their ArriveCAN receipt, either on their mobile device or on paper, will not be able to board their flight to Canada as they are not eligible to enter Canada.

In addition to the ArrivalCAN receipt, travelers must have their vaccination certificate with them to show to officers at the border port of entry.
