PARIS (Reuters) – Alphabet, Google, has submitted proposals to France’s antitrust authority on how it would deal with news agencies and publishers in a dispute over payment for journalistic content, the two sides said on Wednesday.
The Autorité de la concurrence indicated in a press release that it would submit these proposals to a public consultation and that the parties concerned must respond by January 31, 2022.

News organizations, which lose advertising revenue to online aggregators such as Meta’s Google and Facebook, have complained for years that tech companies use information in search results or other resources without pay royalties.
As part of its proposals, Google agrees to negotiate “in good faith” with news agencies and other companies in the field the amount it would pay for the use of its protected content. He also undertakes to make an offer within three months of the start of negotiations.
If it is not possible to reach an agreement, an arbitration court can be seized, which will decide on the amount to be paid.
Google said on its Google France blog that the proposals underscore its desire to open a new chapter in copyright litigation.
In November, Google began paying Agence France-Presse (AFP) for news content, in a deal that follows the enactment of a French copyright law, forcing big tech companies to open negotiations with news companies that want a license payment.
